Translating SDH Research to Policy

In this session the researchers will learn how to hone the key messages derived from their work and develop techniques to communicate those messages to a varied audience such as policymakers and stakeholders.   This class will focus on the Indonesian and Vietnam case studies for influencing tobacco control policy and consist of three sub-sessions:

A. Indonesian policy making in tobacco control

Tobacco control is a controversial and politically sensitive issue. The pro and con on this policy is very sharp across stakeholders. Communicating research on this issue to policy makers and stakeholders is not an easy task. Death threat can be voiced by pro-smoking for anti-smoking researchers. The communication techniques should be planned carefully using the right media and the right setting. Another aspect is the decentralized feature of Indonesian government. Many tobacco control policies can be set at the provincial and district government. Provinces and districts can be classified into the tobacco/cigarette producers and the not producers. The communication technique will be different between provinces and districts. This sub-session will present the experiences of researchers in tobacco related policy making.  

B. Vietnam policy making in tobacco control

The Vietnam policy-making process is different in terms of political party and the culture. Democracy in Indonesia is implemented through multi-political party, while in Vietnam is single party. We will explore the ways in which tobacco control is being addressed in Vietnam and consider some advantages and challenges of the health policy making in the centralized government culture.

C. Comparing Vietnam and Indonesia

A comparative analysis in policymaking process will be done for Vietnam and Indonesia. The centralized and decentralized systems’ difference, the multi-political party vs. one political party, the cultural influence will be all considered in light of the social determinants of health and transferring research to policies will be discussed.
